Peterhof was designed to be visited from the water. The first time it happened was in 1723, when Peter gathered guests to celebrate the signing of peace treaty with Sweden. Since then, the main maritime residence has grown a lot: new fountains have been completed, palaces have been settled, neighboring parks have been joined, even a railroad has been built to it.
